Question

Why are non-taxable wages excluded from Form 941’s Wages, tips, and other compensation (Line 2)?

Answer

The IRS Form 941 instructions state, “Enter amounts on line 2 that would also be included in box 1 of your employees’ Form W-2. See Box 1–Wages, tips, other compensation in the General Instructions for Forms W-2 and @-2 for details.” The Form W-2/W-3 instructions for Box 1 state, “Show the total taxable wages, tips, and other compensation that you paid to your employee during the year.” The Form W-2/W-3 instructions emphasize the word “taxable.” Still, we strongly recommend that you consult with your tax accountant about the amounts that should be included in Forms 941 and W-2/W-3.
